Strengthening Spill Response Readiness Through Facility Response Plan Updates, ICS Training, and Tabletop Exercises
Challenges:
n electric generating facility with FRP-regulated bulk oil storage needed more than a routine update to its Facility Response Plan (FRP). The facility wanted to ensure its response documentation accurately reflected current operations, satisfied regulatory requirements, and could be effectively implemented during an actual spill event. In addition to updating the FRP, the client sought practical Incident Command System (ICS) training and tabletop exercise support to strengthen personnel preparedness, improve emergency response coordination, and prepare for potential government-initiated unannounced exercises (GUIs).
Solutions:
Cox-Colvin began by conducting a comprehensive review of the facility's existing Facility Response Plan to evaluate its technical accuracy, regulatory compliance, and practical usability. The review identified opportunities to strengthen response procedures, improve planning assumptions, enhance site figures, and clarify documentation supporting worst-case discharge scenarios and Oil Spill Removal Organization (OSRO) coordination. Recognizing that effective spill response extends beyond written documentation, Cox-Colvin also developed a comprehensive preparedness program for facility personnel. This included Incident Command System (ICS) training that combined FEMA guidance with practical instruction tailored to the facility's operations and emergency response responsibilities. To reinforce classroom instruction, Cox-Colvin developed and facilitated a tabletop exercise built around a realistic worst-case discharge scenario. The exercise allowed facility personnel to evaluate communications, response organization, containment strategies, logistics, and decision-making while documenting activities necessary to support PREP exercise requirements. By integrating plan improvements, personnel training, and emergency response exercises into a single project, Cox-Colvin helped the client strengthen both regulatory compliance and real-world response readiness.
