EPA issues new Air Toxics Rule for Chemical Plants

On April 9, 2024, the U.S. Environmental Protection Agency issued a final rule to strengthen clean air standards for synthetic organic chemical plants and polymers and resins plants . The rule implements sections 111 and 112 of the Clean Air Act and aims to reduce ethylene oxide and chloroprene emissions from covered processes and equipment by nearly 80%. It includes mandatory fenceline monitoring, which will generate data that will be publicly available. EPA estimates that about 200 facilities will be affected by the new rule.
